Honkai: Star Rail Pela Build Guide – In this Honkai: Star Rail Pela Build Guide, I’m going to share my Pela Build to render enemies vulnerable in combat. I’ll be discussing the Stats and Skills you should pay attention to, the Light Cones and Relics to strive for, and the Companions to pick in order to make the most out of Pela’s capabilities as a hybrid DPS and debuffer. If you want to deal significant Ice Damage in addition to freezing the target and reducing their defense rating, then this Level 40 Pela Build Guide is for you!

Pela is an excellent 4-star character, who is an Ice damage dealer and debuffer rolled into one. Not only does she have the ability to Freeze enemies in place but she can also lower their Defenses effectively, making them extremely vulnerable to taking loads of damage.

Despite Pela’s prowess, she’ll need the assistance of other hybrid DPS characters such as Hook or Welt, as well as Natasha in order for the entire team to survive longer in combat. Additionally, she could also use the help of Tingyun or Asta to gain more Energy or to increase the chances of attacking frequently.

Pela follows the Nihility Path, allowing her to inflict debuffs to weaken targets further either. This is the reason why you’d want her on the team because she excels in executing crowd control techniques. To properly build Pela, you’ll be investing in several stats, particularly the Effect Hit Rate, Crit Rate, Crit Damage, and Attack.

Having a high Effect Hit Rate increases the chances of freezing enemies to immobilize them. But this isn’t her only forte since she also excels in inflicting Exposed. Exposed targets take in more damage since their Defense Stat will be much lower, allowing you to finish encounters quickly. Next, you’ll be boosting Pela’s Crit Rate, Crit Damage, and Attack to amplify her Ice Damage. Dealing as much damage as possible, especially against enemies who have Ice weakness will break them and make them susceptible to receiving more damage.

Furthermore, you’re going to need good Speed and Energy Regeneration Rate Stats. Speed determines how frequently and how fast Pela can attack next together with how soon she can activate her Ultimate. In fact, the Energy Regeneration Rate contributes to the restoration of Energy over time. The more often she gets to trigger her Ultimate, the weaker enemies will be due to their reduced Defenses.

When it comes to Pela’s Eidolons, reaching Level 4 is enough to turn her into a monster of a hybrid. Reaching this point gives her access to Full Analysis. Full Analysis makes it so that the target’s Ice Resistance is reduced after she activates the Frostbite Skill. As such, the chances of getting frozen will be much higher. Meanwhile, at Level 1, Pela unlocks Victory Report, which raises the avenues she has to regenerate more Energy every time she slays an enemy.

And last but not least, at Level 2, she gains access to Adamant Charge. Adamant Charge increases her Speed as long as she gets to remove a target’s buff using Frostbite. Not bad for totally incapacitating her opponents!

In this section, we’ll talk about Pela’s Skills and Traces together with what you should prioritize in combat.

  • Data Collecting (Talent) – This passive allows Pela to gain Energy as long as an enemy has been debuffed after being attacked by her. The extra Energy she receives can only be triggered once for every attack, may it be by executing a Basic Attack, Skill, or Ultimate. What makes Data Collecting more effective is the Bash Ability in which debuffed targets take +20% additional damage. And finally, remember to invest in ATK Boost and DMG Boost: Ice to further amplify Pela’s Ice Damage. 
  • Preemptive Strike (Technique) – This is an active technique that lets Pela initiate combat by immediately dealing Ice Damage (the value of which depends on her Attack %) against a random enemy. If their Effect Resistance is much lower than her Effect Hit Rate, then there’s a high chance to reduce their Defense Stat for 2 turns. To raise Pela’s Effect Hit Rate, you’ll want to unlock the Effect Hit Rate Boost and The Secret Strategy Ability, which becomes available at Character Ascension 4. The Secret Strategy not only benefits her but also the rest of her allies due to the +10% buff on their Effect Hit Rate. As such, they’ll most likely inflict various conditions on targets.
Preemptive Strike (Technique)
  • Frost Shot (Basic ATK) – This is Pela’s regular attack where she gets to deal Ice Damage against 1 enemy. Similar to most Basic Attacks in Honkai: Star Rail, Frost Shot isn’t as effective as a character’s Skill so it would often be used when skill points are needed or when there’s no other action to perform.
  • Frostbite (Skill) – This is an incredible skill, which allows Pela to remove 1 buff from the enemy while dealing huge Ice Damage, thereby weakening them even more.

  • Zone Suppression (Ultimate) – This is an Ultimate Ability that not only deals Ice Damage against all enemies but can also potentially inflict Exposed. The Defense of Exposed targets is going to be significantly reduced for 2 turns so they end up receiving greater damage. Zone Suppression enhances Pela’s hybrid capabilities because of the huge Ice Damage she deals, possibly freezing and exposing foes until they meet their untimely demise.

When it comes to Light Cones, the ones you’ll want to chase after for Pela’s kit are Hidden Shadow, Good Night and Sleep Well, and In the Name of the World. Hidden Shadow is a 3-star Light Cone, which greatly boosts her Frost Shot by dealing additional Ice Damage worth more than 100% when this reaches Superimposition 5. It’s very useful, especially when you’re waiting to pull Good Night and Sleep Well from the Warp. So you can ascend Hidden Shadow to as much as Level 40. 

Good Night and Sleep Well is a 4-star Light Cone where the higher the number of debuffs a target has, the greater Pela’s burst Ice Damage will be. So the idea here is to bombard them with all sorts of Elemental Damage. Note that the damage increase can stack up to 3x. This synergizes really well with the Defense reduction she inflicts.

And finally, there’s In the Name of the World, a 5-star Light Cone that increases Pela’s Ice Damage against a debuffed enemy by default. Additionally, the corresponding Effect Hit Rate and Attack of her Frostbite Skill will both be enhanced, thereby encouraging her to spam this as much as possible. Doing so will raise the chances of freezing enemies and weakening their defenses.

In terms of Relics, it’s important to remember that for the Head and Hands, your character gets a flat HP and Attack bonus, respectively. This isn’t the case for the Body and Feet, which are comprised of random stats such as Effect Hit Rate and Speed. Ideally, you’d want to equip 4-star Relics since they provide 2-3 substats in addition to their main stat. But remember that regardless of the rating, enhancing them for every 3 levels will yield a random substat. For a Level 40 Pela, it’s enough to level up her Relics to a maximum of +6 for 4-star gear until you get their 5-star versions to reserve enough resources by then.

For Pela’s Relics, you can choose to wear either of the 4-piece sets, namely the Thief of Shooting Meteor or the Hunter of Glacial Forest. The Thief of Shooting Meteor encourages her to inflict Weakness Break, and in doing so, regenerates some of her Energy. Her Break Effect Stat is also boosted, which means that her Ice Damage will become more potent. The Thief of Shooting Meteor Set can be farmed from the Cavern of Corrosion: Path of Jabbing Punch.

Alternatively, Pela can wear the Hunter of Glacial Forest to focus more on dealing greater Ice Damage regardless of the ability she uses. But the moment she triggers the Zone Suppression Ultimate, her Crit Damage increases considerably for 2 turns, allowing her to hit an enemy harder. For the Body and Feet of either set, you’ll want to roll for Effect Hit Rate, Crit, and Attack followed by Speed and Energy Regeneration Rate.

Team Composition

In Honkai: Star Rail, you’ll have all four characters available while combat is ongoing so you won’t be swapping from one to the next. There also won’t be elemental pools left behind. Instead, you’ll focus on the enemy’s weaknesses to deplete their Toughness and HP accordingly. For this Pela Guide, I’ll be sharing the best characters to go with her and how effective their skills are for this build.

Team Composition for Pela

For Pela’s DPS, you’ll want to go for Hook or Welt. Hook is a reliable damage dealer because of the huge Fire Damage she deals on top of inflicting Burn to deal damage over time (DoT). She’s also durable in combat since she follows the Destruction Path. On the other hand, Welt is another Nihility Path character like Pela. He debuffs enemies incredibly well, often rendering them useless with Imprisonment using the Synthetic Black Hole Ultimate to keep moving them down the Action Order.

For Pela’s support character, the best and free-to-play option here is Natasha because of her amazing abilities to restore the HPs of allies using her Love, Heal, and Choose Skill and Gift of Rebirth Ultimate. More often than not, she gets to save the entire team, especially when facing challenging elites.

And finally, you’ll want to select Tingyun or Asta who both follow the Harmony Path. Tingyun has the capability to boost an ally’s Attack while granting additional Lightning Damage with the Soothing Melody Skill. She can also replenish 50 Energy on top of amplifying the target’s damage using Amidst the Rejoicing Clouds Ultimate. Meanwhile, Asta can also increase a teammate’s Attack notably provided that she gains enough Charging stacks. But she’s more known for increasing everyone’s Speed with the Astral Blessing Ultimate in order to be able to attack frequently in combat.

Final Tips

Pela is an incredible character who inflicts debuffs left and right to considerably make targets vulnerable. For her skill rotation, you’ll want to prioritize gaining a ton of Energy so she can activate the Zone Suppression Ultimate almost all the time to expose enemies. Next, there’s the Frostbite Skill to remove their buffs and deal huge Ice Damage. Doing so increases the chances of inflicting Freeze to momentarily stun them. And lastly, she has Frost Shot, which works really well with the Hidden Shadow Light Cone.

There’s another suitable 4-star Light Cone that you should consider if you don’t get your hands on Good Night and Sleep Well. This is known as Resolution Shines As Pearls of Sweat, which inflicts the Ensnared effect to further lower a target’s Defense % for a single turn. Since this condition is different from “Expose”, Pela’s overall Defense Reduction should stack.

When it comes to Planetary Ornaments, remember to select the Pan-Galactic Commercial Enterprise. This notably increases Pela’s Effect Hit Rate, and as a result, enhances both her Attack % and Ice Damage.
